Land Valuation
Workshop Overview
This one-day workshop covers the steps of the land valuation process
including data collection, land use coding, performance analysis,
stratification, land valuation methods, selecting units of comparison,
elements of comparison, adjustments and the use of basic statistics to
test the results for quality control. The workshop also covers how GIS
can be used within each step of the land valuation process. Class
participation will be encouraged by way of forum discussions and
completion of topic related exercises.
Participants attending this workshop will:
A. Recognize the steps and important aspects of the data collection
and verification process.
B. Complete an overview of sales qualification procedures
C. Review procedures relating to a performance analysis: calculating
and interpreting performance statistics such as Level of assessment
(LOA), Coefficient of Dispersion (COD), Price-related Differential (PRD);
Stratification.
D. Participate in exercises that help determine “best fit” unit of
comparisons; examine and
utilize examples of GIS maps to
identify unit of comparison inconsistencies.
E. Participate in exercises that analyze land rates from a) land
sales, b) using the land extraction method and, 3) a review of other
land valuation methods and techniques.
F. Complete example exercises for adjustment for market conditions
(time) and size; including discussions on other elements of
comparison.
G. Review CAMA consideration in land valuation such as land codes,
neighborhood codes and factors.
H. Recognize the importance of quality control in the land valuation
process as it relates to mass appraisal and CAMA systems, including
the use of GIS as a quality control aid.
Presenter Biographies:
Sue Harlan
Sue Harlan, MBA, CFE, is currently employed by the Florida Department
of Revenue, Property Tax Administration. She has over 19 years of
appraisal experience in fee appraisal and government, and is a
State-Certified General Appraiser. Sue is a member of the IAAO and is
currently working toward an AAS designation. Her educational
background includes a Bachelor of Science degree in Real Estate and a
Master degree in Business Administration; both from Florida State
University.
Sue’s current position is Appraiser Supervisor of PTA’s
Operational Assistance Team. This team serves as consultants to
Florida Property Appraisers and their staff. The team’s goal is to
assist property appraisers in building and maintaining equitable and
uniform tax rolls.
Tim Last
Tim Last, CFE, is currently employed by the Florida Department of
Revenue, Property Tax Administration. Tim has over 22 years of
appraisal experience working in both the private fee appraisal and
government-assessment sectors. He has been a member of the IAAO since
1995 and is currently a candidate member working towards the AAS
designation.
Tim joined PTA’s field services team in 1994; served with the St.
John’s County Property Appraiser’s office as Commercial Appraiser from
1997 to 1999; then returned to the Department. His current position is
Senior Appraiser with the Operational Assistance Team actively
developing and presenting appraisal workshops for Property Appraiser
offices statewide as part of the Department’s aid and assistance
process.
Workshop attendees will need to bring a calculator.
